The error "Connect capability is unavailable because the VPN service is unavailable" may appear on macOS 13 Ventura after trying to log in on the Cisco Secure Client VPN. 

Resolving connect capability issues on macOS 13 Ventura

Here are some steps you can try to resolve the issue:

Uninstall and Reinstall

  1. Uninstall the Cisco Secure Client from the device
  2. Restart the Mac
  3. Reinstall the Cisco Secure Client

Enable Cisco Login Items

  1. Open System Settings.
  2. Navigate to General.
  3. Select Login Items and enable the three Cisco items.
