The error "Connect capability is unavailable because the VPN service is unavailable" may appear on macOS 13 Ventura after trying to login on Cisco Secure Client VPN. 

Resolving connect capability issues on macOS 13 Ventura

Here are some steps you can try to resolve the issue:

Uninstall and Reinstall

  1. Uninstall Cisco Secure Client from the device
  2. Restart the Mac
  3. Reinstall Cisco Secure Client

Enable Cisco Login Items

  1. Go to Settings
  2. Select Login Items and enable the three Cisco items

Disable Datagram Transport Layer Security (DTLS):

  1. Go to Configuration
  2. Select Remote Access VPN
  3. Select Network (Client) Access
  4. Select AnyConnect Connection Profiles and uncheck the Enable DTLS check box
