From your Admin dashboard, click Appearance from the lefthand sidebar menu and select Customize from the drop-down list. Once you are on the customize screen, select Set Background Image from the lefthand menu. If you do not see this option in the menu, your current them does not support a custom background image or color. Try changing to a different theme if you need this functionality.
