Yes, military personnel may take online and distance education courses as long as they meet any course restrictions. A course restriction means the course enrollment is restricted in some way. A course may be restricted by a prerequisite or to students in certain majors or categories, such as non-degree studies students. Check the University schedule of classes to see if the course has any restrictions.
